地方政府再造與經濟發展：以公共政策取向的比較研究來解析英國與中國的案例（Local Government Reform and Economic Growth: A Comparative View of Public Policy in UK and China）

摘要

本研究計畫以公共政策的角度解析中央政府如何藉由地方政府再造之手段來促進經濟的發展。本研究計畫運用個案比較研究法，並選取英國的「城市協議」及中國的「新型城鎮化」政策作為主要的研究個案。為求宏觀地分析英國與中國的地方政府再造政策，本研究計畫整合了公共政策決策過程理論、政府體制理論、政治系統理論作為本研究計畫的分析理論。研究的初步發現為：（1）英國的地方政府再造將為英國帶來經濟成長、地方主義化、更活化的社會、重塑地方政府體制；（2）中國的地方政府再造將有助於中國的經濟成長、產業升級、鬆動戶口制度、增加中產階級的人數；（3）以經濟成長為目標的地方政府再造，其效應不局限於經濟，亦會對政治及社會產生深刻的影響。

Abstract

Through the public policy pathway, the research discusses how the central government stimulates the economy by operating local government reform. The research employs the comparative case study method and chooses the UK’s ‘city deals’ and China’s ‘urbanization’ policy. In order to obtain the whole picture of the UK and China local government reform policy, the research develops the policymaking process theory, government system theory, and political system theory as analytic theory. The draft finding: (1) the UK local government reform will lead to economic growth, localism, big society, and reshape the local government system. (2) China local government reform will bring economic growth, upgrading industries, loose the household registration (Hukou) system, and increasing the population of middle class. (3) The effect of the UK and China local government reform is not limited in economy but affect the politics and society.
