The study and suggestions of Taiwan Hakka Public Policy[1]

 

 

1. Background

 

After studying the background of the Taiwan’s Hakka Movement, this program find there are numerous Hakka groups representing various interests within the community, which together, form the Taiwan’s Hakka Movement. The Movement, like most expressions of minority politics, is affected by internal environmental factors within the community and external environmental factors determined by national politics. To respond to the changing nature of the political environment, the Movement has had to adapt to changes not only within Taiwan, but also internationally. The influence of multiculturalism, with its emphasis on the protection of ethnic and minority rights, is an external factor that provides the Movement with a model to base their political demands on. Internal factors influencing the Taiwan’s Hakka Movement, and its divisions within, stem from changes in Taiwan’s demographics and social structure. These changes are resulting in the release of social energy from within Taiwan’s society and its minority communities, and are being expressed through the Taiwan’s Hakka Movement and its public policy demands.   

It is necessary for the Taiwan’s Hakka Movement to consistently push for Hakka rights. The strategy is to push the Taiwan’s Hakka Movement to focus on public policy and to design a perfect institution related to Hakka ethnic protection and development.

 

2. The program detail

 

There are three stages in the development of Hakka public policies. The first stage spans the period of the ruling Kuomintang (KMT) government prior to its defeat in the 2000 election. The second stage, spans the period of the Democratic Progressive Party’s (DPP) government 2000 -2008. The third stage, our present stage, began with the return of the KMT to power in 2008.

 

The first stage, could be classified as a ‘without a clear Hakka policy period’, since the government did not have good solution to Hakka development problems. In the presidential election of 2000, there was a clearer Hakka policy, as every presidential candidate proposed their Hakka manifesto during the election. Under the DPP government, meanwhile, the government had a clearly defined public policy with respect to the Hakka. In May 2008, the newly elected KMT government passed Basic Hakka Act, the first law for protecting Hakka ethnic around the world. The Basic Hakka Act is an important development in the future of Taiwan’s Hakka policy.

 

From different perspective, public policy could be labeled at various levels, such as county (city), region, state, continent and world level. The functions of public policy include direction function, plan function, and regulation function. Through the design of the Hakka public policy, it could push for the development of Hakka ethnic rights. The purposes of this program are below.

(1)  To analyze the Hakka public policy in second and third stages.

(2)   To analyze the relationship between Basic Hakka Act and Hakka public policy.

(3)   To suggest the strategy for Hakka ethnic development.

 

3. Expectation benefits

 

(1)   To develop new fields in Hakka public policy

 

In the past, most Hakka researches were from language and culture aspects; few from political or legal aspects. However, along with the passing Hakka Basic Act, Hakka affairs are toward legalization; it is necessary to study Hakka issues from both a political and legal perspective. Particularly, there are few academic studies on Hakka public policy. This program is going to analyze Hakka public policy and to help promote Hakka public policy research.

 

(2)    To facilitate Hakka ethnic development through studying Hakka public policy

 

Nowadays, each party or candidate proposes a Hakka policy white paper, along with high competition election. This program submits a detail suggestion for Hakka public policy by testing related theories. The expectation benefits are as below.

A.      To analyze the changeable and development in Hakka public policy.

B.      To establish dual policies (rural and urban type)on Hakka public policy for developing Hakka ethnic.
