一、同學問到《地方制度法》第4條第1項規定（人口聚居達一百二十五萬人以上，且在政治、經濟、文化及都會區域發展上，有特殊需要之地區得設直轄市/ Regions with population of not less than one million and two hundred fifty thousand (1,250,000) and have special requirements in their political, economic, cultural, and metropolitan developments may establish special municipalities.）中之「都會區域發展」之意涵為何﹖茲援引美國之相關定義供參。

 

二、美國大都會區（Metropolitan）名稱演進

 

（一）Standard metropolitan area (SMA)， 1949年

（二）Standard metropolitan statistical area (SMSA)， 1959年

（三）Metropolitan statistical area (MSA)，1983年

（四）Metropolitan area (MA)，1990年

 

三、現行美國大都會區之定義

The general concept of a metropolitan area is that of an area containing a large population nucleus and adjacent communities that have a high degree of integration with that nucleus (OMB,2010)
